The 2003 Advanced Ontario Agricultural Payment will provide assistance to any producer of ruminant livestock (including but not limited to slaughter cattle, background cattle, calves, purebred beef and dairy cows, heifers, bulls, sheep, goats, buffalo, deer, elk, llama) that meets the program criteria.

$20 million is available for the advanced payment. Each producer having met the program criteria will be provided an advanced payment equal to roughly 7.4% of their three-year average production margin.

To be eligible for an advanced payment you must:

  • Have been actively farming in the 2003 tax year and had production and/or sales of ruminant livestock during that year.
  • Have claimed ruminant livestock sales to Canada Customs and Revenue Agency (CCRA) in at least one of the last three years (2000 to 2002).
  • Have sales of ruminant livestock that comprised at least 1/3 of total farm sales over the last three years (2000 to 2002).
  • On average for the last three years, had a positive production margin, which is the difference between total farm sales and direct production costs.
  • Generate a payment of at least $500.

Producers in NISA:

All 2002 participants in NISA that met the program criteria were sent a payment during the week of October 6, 2003.

Producers NOT in NISA:

Producers not enrolled in NISA for 2002 need to complete the 2003 advanced payment application form and submit copies of their statement of farming activities (T2042 or equivalent) filed to CCRA for each of 1998, 1999, 2000, 2001 and 2002 or as available based on the number of years you have been farming.

The deadline to apply for the advanced payment is December 31, 2003.
